Cover the entire concrete space in a thin layer of this sand. It should be thick enough that the brick pavers can fit down without being submerged. Use your shovel to get the sand into the concrete area and then smooth it out. The sand needs to be very smooth and level before you put the pavers in.
Since your pavers are over concrete we recommend that you use a nonpervious polymeric sand to fill the joints. Note: Keep in mind the height the paver will add to the concrete slab once installed. Most pavers are 23 (58cm) in height, plus your drainage layer.
